Bali Implements New Regulations for International Tourists

Jakarta, April 9, 2025 – In a decisive move aimed at maintaining the harmony and cultural integrity of Bali, the Provincial Government has unveiled a new set of regulations targeting foreign visitors. This initiative comes in response to a noted increase in violations and disrespectful behavior exhibited by some tourists throughout the island. The regulations were formalized in Circular Letter (SE) No. 7 of 2025, which was issued by Governor Wayan Koster on March 24, 2025. Governor Koster acknowledged that while a similar regulatory framework was introduced in 2023, adjustments were deemed necessary due to evolving circumstances over the year and a half he was away from his gubernatorial responsibilities. The new rules are structured to ensure that tourists engage respectfully with both the environment and local customs.

Key Regulations for Foreign Tourists

The latest circular emphasizes the importance of cultural respect and legal compliance. Below are the prominent regulations that foreign tourists will need to adhere to during their stay in Bali:

  1. Respect for Sacred Sites and Traditions:
    Tourists are encouraged to acknowledge the importance of sacred sites, including temples and religious symbols. The guidelines call for modest attire and respectful behavior when visiting these locations and during other public interactions throughout the island.

  2. Mandatory Tourism Levy:
    A new fee of Rp150,000 has been instituted for foreign visitors, payable either before departure or during their stay in Bali.

  3. Licensed Tour Guide Requirement:
    Upon entering Bali, tourists must be accompanied by a licensed tour guide. This guide should possess a comprehensive understanding of local customs, traditions, and cultural practices to ensure tourists are well-informed and respectful.

  4. Currency Exchange and Payment Rules:
    All monetary transactions for foreign tourists must be conducted through officially licensed money changers, whether banks or authorized non-bank entities. Payments are to be processed using the Indonesian Standard QR Code and must be made in rupiah.

  5. Traffic Compliance and Driving Conduct:
    Adherence to local traffic laws is critical. Governor Koster stressed the necessity of possessing a valid international or national driving license, following traffic regulations, wearing appropriate gear, such as helmets when using motorcycles, and avoiding the influence of alcohol or drugs while driving.

  6. Authorized Accommodation:
    Foreign tourists are mandated to stay in licensed accommodations. They must also follow any specific regulations set forth by tourist attractions or activities they engage in.
