Governor Koster Outlines Vision for Bali’s Development Over Next Five Years

As he embarks on his second term, Bali Governor Wayan Koster is poised to unveil an ambitious vision for the island, which includes a comprehensive set of development projects anticipated to reshape both local communities and the tourism landscape over the next five years.   • Restoration of the Great Temple of Besakih in Karangasem
  • Construction of a new parking building and access to Batur Temple in Bangli
  • Development of the new Sang Hyang Ambu road connecting Klungkung and Karangasem
  • New Berina Road linking Karangasem to Buleleng
  • Building a shortcut along Point 9-10 from Singaraja to Mengwitani
  • Upgrades to Amed Port in Karangasem and Sangsit Port in Buleleng
  • Establishing a Bali Cultural Center in Klungkung
  • Initiatives for the Turyapada Tower in Buleleng and Bali Sports Center in Bangli
  • Construction of the Gilimanuk-Mengwi Toll Road
  • Implementation of subway projects in urban areas

Koster stated, "These programs must run and be completed by 2028 at the latest, at worst by 2029. We share tasks according to each region and capability." He expressed confidence in the synergy between central and regional governments, along with community support, to drive the projects to completion.

Among the highlighted projects, the restoration of the Great Temple of Besakih is a cornerstone initiative aimed at preserving the cultural heritage of Bali. "We continue to ask for blessings there so it should be maintained so that Ida Bhatara loves us," he remarked. While renovation projects for key cultural sites may not disrupt tourist visits directly, several infrastructure improvements planned for roadways in central southern Bali are likely to impact traffic patterns significantly. Governor Koster detailed plans for new roads and underpasses intended to alleviate congestion in areas prone to bottlenecks, particularly around the Bukit Peninsula.   • New roads on Sunset Road – Mahendradatta

To mitigate immediate travel-related issues, Governor Koster mentioned enhancements to sea taxi services, which are expected to provide a convenient alternative for tourists. A new sea taxi service is set to be operational by December 2025, linking I Gusti Ngurah Rai International Airport directly to popular resort areas like Uluwatu, Jimbaran, Kuta, and Seminyak.
