Indonesian Immigration Officers in Bali Implicated in Russian-Led Tourist Extortion Ring

Bali, Indonesia – Two immigration officers in Bali have been arrested for allegedly collaborating with Russian nationals in a large-scale tourist extortion ring that targeted foreign visitors across the island. The arrests followed an investigation into a series of violent assaults and extortion cases aimed at foreigners in the popular holiday destination.

The officers, identified as Ernest Esmail and Yopita Barinda Putri, both aged 24, were detained alongside two Russian men, Iurii Vithcenko (30) and Ilia Shkutov (32). The group is accused of orchestrating a criminal operation that involved intimidation, physical violence, and forced payments at multiple locations throughout Bali between January and July 2025. The investigation came to light after a Lithuanian tourist was violently attacked in Jimbaran on July 10, prompting Bali Regional Police to launch a comprehensive inquiry. Authorities have since linked the suspects to 27 separate incidents involving extortion and assault targeting foreign nationals in Denpasar, Badung, and Gianyar.

According to Parlindungan, head of the Bali Immigration Regional Office, the officers are currently undergoing internal disciplinary proceedings, with dismissal highly probable as the outcome. "Following a detailed review by the police chief, there will definitely be an ethics hearing, and the sanctions will be very serious. Dismissal? That is certainly a possibility," Parlindungan explained in a statement reported by local media Kompas.

The criminal ring reportedly used tactics such as kidnapping, physical abuse, and threats of imprisonment or deportation to intimidate victims into paying money. The involvement of immigration personnel has raised serious concerns about corruption and abuse of position within Bali’s law enforcement and immigration bodies.

Bali police held a press conference to present the suspects and provide updates on the case, emphasizing their commitment to safeguarding tourists and upholding law and order in one of Indonesia’s most visited regions.

As the investigation continues, authorities have urged foreign visitors to be cautious and report any suspicious activities immediately. The arrests underscore the Indonesian government’s efforts to crack down on corruption and protect the integrity of its tourism industry.
