Bali Considers Requiring Tourists to Disclose Bank Balances to Promote Quality Tourism

Bali’s provincial government is proposing a new regulation that would mandate foreign tourists to disclose their bank account balances from the past three months as part of efforts to encourage higher-spending visitors and promote “quality tourism” on the island. The measure is part of the Draft Regional Regulation on Quality Tourism Management, which is nearing completion in the island’s legislature.

According to Bali Governor Wayan Koster, the proposed law aims to deter low-spending tourists and better manage the influx of visitors by requiring them to provide detailed financial proof and travel plans. In addition to bank balance disclosure, foreign tourists would have to submit their itinerary, including the duration of stay and planned activities on the island.

The governor highlighted that such policies mirror the requirements imposed on Indonesian travelers by many countries, where proof of funds and itineraries are standard prerequisites for visa applications. Bali’s approach seeks to adopt similar standards to regulate incoming tourism more effectively.

However, implementing this policy may face significant legal and practical challenges, as it would introduce unprecedented scrutiny of tourists’ financial histories at the point of entry. The Bali government has not outlined enforcement mechanisms yet, but officials stress the importance of managing tourism quality to sustain the island’s economy and environment.

The proposal reflects Bali’s ongoing struggle to balance rising visitor numbers with efforts to maintain tourism quality and visitor experience. If enacted, Bali would become one of the few global destinations requiring such financial disclosures from tourists upon arrival.
