Bali to More Strictly Enforce Tourism Tax Payment System
July 23, 2025 — The Bali Provincial Government is stepping up efforts to ensure that international tourists comply with the Bali Tourism Tax Levy, a mandatory fee that many travelers have overlooked since its implementation over a year ago.
Tourism Tax Collection: Current Challenges and Goals
Despite the Bali Tourism Tax Levy (PWA) being in effect since February 14, 2024, more than half of all visiting international tourists have not paid the tax. The levy, which imposes a mandatory fee of IDR 150,000 per international visitor, including children, at their departure from Bali, is a significant source of revenue for the province. However, collection rates have fallen short of initial projections.
Bali Senator I Kadek Diana highlighted the gap between current revenue and potential earnings. “The budgeted PWA target was Rp400 billion for 2025, an increase from Rp317.88 billion collected in the first 10.5 months of 2024; however, this is still far from the tax’s true potential,” she said.
Data indicates that Bali welcomed approximately 6.3 million international tourists in 2024. Assuming similar or increased visitor numbers in 2025, the Bali Tourism Tax Levy could potentially generate around IDR 950 billion in revenue. The current target of IDR 400 billion represents just 42% of this estimated capacity.
Senator Diana stated there is a pressing need to boost tax collection efforts to at least reach IDR 747.15 billion by the end of the year. This figure would cover a regional loan deficit of approximately IDR 347 billion and represents around 78.65% of the tax’s potential.
Government Commitment and Third-Party Collaboration
The Deputy Governor of Bali, Nyoman Giri Prasta, expressed strong support for intensified enforcement and collection strategies. He revealed plans to collaborate with third-party providers to enhance the payment system, aiming to increase revenue from the current target of IDR 400 billion to as high as IDR 700 billion.
“This partnership with third parties will provide additional strength, and they will receive an incentive percentage for their role in improving collection efficiency,” Nyoman Giri Prasta explained during a recent senators’ meeting.
Tourists should expect changes in the payment process if a third-party provider assumes responsibility for the system. Presently, the payment method remains unchanged from previous months.
How Tourists Can Pay the Tax
The Bali Tourism Tax Levy is payable online or at the airport. The most convenient method for travelers is to use the official LoveBali website or mobile app, which allows payment for multiple travelers simultaneously. To complete payment, travelers need to provide email addresses and passport numbers for each individual.
It’s important to note that the LoveBali platform may not function properly if users have VPN services or ad-blockers enabled on their browsers — similar restrictions apply to the official Indonesia Immigration website.
Alternatively, payments can be made upon arrival at I Gusti Ngurah Rai International Airport. Dedicated counters located in the arrivals hall facilitate on-the-spot payment. After successful payment, tourists receive a QR-code voucher that must be kept throughout their stay and presented to authorities such as police or tourism officers upon request.

With tourism being a cornerstone of Bali’s economy, the government is committed to maximizing the benefits of the Bali Tourism Tax Levy. Improved enforcement and streamlined payment systems are expected to increase compliance, thereby enhancing regional revenue to support public services and infrastructure.
