Bali to Require Foreign Tourists to Prove Sufficient Funds Under New Quality Tourism Regulation
Bali, Indonesia – The provincial government of Bali is set to introduce a new regulation requiring foreign tourists to demonstrate they have sufficient financial resources to cover their stay on the island. This measure is part of the proposed “Regional Regulation on the Implementation of Quality Tourism,” aimed at fostering responsible tourism while supporting the local economy and preserving Bali’s cultural heritage.
Enhancing Tourism Quality and Sustainability
Spearheaded by Bali Governor Wayan Koster, the draft regulation intends to promote higher-quality and more sustainable tourism by ensuring visitors arrive with adequate funds to meet their travel and accommodation expenses. Rather than setting a fixed minimum amount, Bali authorities will review tourists’ bank statements from the previous three months to assess financial capacity relative to their planned length of stay and activities.
Governor Koster explained that the policy is designed to prevent incidents where visitors with limited financial means overstay their visas and potentially engage in illegal activities due to financial hardship. “If their money is only enough for a week, they should not end up staying for three weeks, becoming stranded, and engaging in criminal activities,” he said.

More financially capable tourists are expected to contribute more generously to Bali’s micro, small, and medium-sized enterprises (MSMEs), which form the backbone of the island’s tourism sector.
