Bali Implements Strict New Guidelines for Tourists

Bali, Indonesia – In a decisive effort to address the growing issue of unruly tourist behavior, Bali Governor I Wayan Koster has announced new rules aimed at preserving the cultural integrity of the iconic island. The guidelines, which come into effect immediately, target behaviors deemed inappropriate or disrespectful, particularly in sacred areas.

On March 24, 2025, Governor Koster emphasized the need for such regulations, stating, "We issued a similar regulation before, but as things change, we need to adapt. This ensures that Bali’s tourism remains respectful, sustainable, and in harmony with our local values." The new measures have been interpreted as a response to concerns that certain tourists have not adhered to local customs and traditions.

Key Points of the New Regulations

Among the guidelines is a prohibition against entering sacred temple areas for individuals who are menstruating or those not dressed in traditional Balinese attire. Governor Koster also underscored that tourists must wear "modest and respectful clothing" when visiting temples, tourist attractions, or public spaces.

The rules further prohibit several behaviors, including:

  • Littering: Tourists are now discouraged from leaving waste in public areas.
  • Use of Single-Use Plastics: A complete ban on plastic bags, styrofoam, plastic straws, and other single-use plastic items has been enforced to combat environmental concerns.
  • Inappropriate Behavior: Tourists will be penalized for actions deemed disrespectful, such as climbing sacred trees or taking inappropriate photographs at religious sites.
  • Disturbances: Swearing and any form of hate speech or misinformation circulated on social media are explicitly banned.

Governor Koster reminded that tourists who fail to comply with the new guidelines or neglect to pay a mandated tourist levy will not be allowed entry to attractions across the island. In a show of commitment to these regulations, local authorities will closely monitor tourist behavior and take immediate action against non-compliance.

Addressing Overtourism

Bali, known for its idyllic beaches and rich cultural heritage, has faced challenges related to overtourism and incivility among foreign visitors in recent years. In a bid to deter problematic tourist behavior, authorities are exploring various solutions, including the possibility of imposing a tourist tax designed to attract more responsible visitors.

Incidents involving disrespectful tourist behavior, such as influencers misusing sacred elements for social media exposure, have prompted officials to demand stricter enforcement of local customs. Past controversies include a couple who filmed themselves splashing holy water at a temple and individuals taking nude photos in restricted areas.

Conclusion

As Bali approaches the sacred Hindu holiday of Nyepi, a day of silence, local authorities hope that these new regulations will foster a more respectful and harmonious relationship between tourists and the island’s vibrant cultural landscape. Governor Koster remarked, "Bali is a beautiful, sacred island, and we expect our guests to show the same respect that we extend to them."

The implementation of these guidelines reflects an increasing awareness of the need for a sustainable tourism model that prioritizes the preservation of Bali’s cultural heritage while still welcoming visitors from around the globe.
