Bali Expands Travel Regulations to Ensure Respectful Tourism
Bali, Indonesia — In an effort to promote a more respectful and sustainable tourism environment, Bali Governor Wayan Koster has announced a series of enhanced travel regulations aimed at visitors to the island. The move, part of the Indonesian government’s "Love Bali" initiative, responds to ongoing concerns regarding the behavior of tourists and aims to align visitors’ actions with local cultural values.
During a press conference on Monday, Governor Koster emphasized the importance of adapting to changing circumstances, stating, “We issued a similar regulation before, but as things change, we need to adapt. This ensures that Bali’s tourism remains respectful, sustainable and in harmony with our local values.” The updated guidelines build upon a list of dos and don’ts that were initially published in 2023. #### Key Changes to Travel Rules
One noteworthy addition is the implementation of a tourism levy, which amounts to approximately $9 USD per visitor. Failing to pay this fee could result in restrictions on access to various attractions in the province, thereby incentivizing compliance.
The new regulations further outline specific guidelines for appropriate conduct while in Bali, including:
- Modest Clothing: Tourists are now required to dress in a "modest and respectful" manner, particularly when visiting sacred sites.
- Respecting Sacred Areas: Visitors are prohibited from entering sacred grounds without appropriate traditional attire and must refrain from climbing sacred monuments and trees.
- Behavioral Standards: Tourists are expected to treat Balinese locals and officials with respect, avoiding swearing and negative interactions.
Tourists are also reminded to use licensed tour guides, engage only with authorized money exchange services, and ensure that any rental vehicles or accommodations are legally sanctioned.
Additional Safety and Environmental Guidelines
For those opting to drive in Bali, regulations stipulate that travelers must possess a valid international or national driver’s license, adhere to traffic signs, and wear helmets when operating motorcycles.
In an effort to safeguard the environment, the new rules prohibit the use of single-use plastics and littering. Additionally, operating a business without the correct permits and engaging in activities such as drug trading or the trade of endangered species will face strict penalties.
Governor Koster affirmed the need for accountability, warning that violations of these new rules—formally known as Circular Letter (SE) Number 7 of 2025—will lead to legal consequences in accordance with Indonesian law. He encouraged the community to take an active role in reporting any infractions to a designated WhatsApp hotline, allowing law enforcement to respond swiftly.
“All stakeholders must fully understand, implement, and communicate this circular to their teams and foreign visitors,” Koster stated. “Bali is a beautiful, sacred island, and we expect our guests to show the same respect that we extend to them.”
