Bali Expands Tourist Guidelines Amid Rising Misbehavior from Travelers

In a bid to maintain the integrity and cultural values of the island, Bali’s Governor Wayan Koster has unveiled an updated set of guidelines for tourists, as part of the Indonesian government’s ongoing Love Bali initiative. This expansion of rules aims to address growing concerns regarding inappropriate behavior by visitors since the initial guidelines were introduced in 2023. During a press conference held on Monday, Koster emphasized the need for adaptations in the regulatory framework to ensure that tourism in Bali remains respectful, sustainable, and in harmony with the local way of life. "We issued a similar regulation before, but as things change, we need to adapt," Koster stated. "This ensures that Bali’s tourism remains respectful, sustainable and in harmony with our local values."
Key Guidelines for Tourists
Among the new regulations, travelers are required to pay a tourist levy amounting to approximately $9 USD. Non-compliance will restrict access to various attractions throughout the province. The updated guide also highlights essential expectations for respectful behavior, which includes:
- Upholding the sanctity of sacred sites and symbols.
- Dressing in "modest and respectful clothing."
- Engaging in respectful conduct while in public spaces.
Additionally, the revised guidelines mandate that foreign tourists utilize only licensed tour guides, authorized money exchange services, legal car rentals, and accredited accommodations.
Road Safety and Other Restrictions
For visitors who plan to drive in Bali, adhering to established road safety regulations is paramount. The rules stipulate that travelers must possess either an international or national driver’s license, observe traffic signs, refrain from driving under the influence, and wear helmets on motorcycles.
The updated guidelines also specify prohibitions for tourists, which include:
- Entering holy areas without appropriate traditional attire or while menstruating.
- Climbing sacred monuments and trees.
- Using single-use plastics and littering.
- Operating businesses without the necessary permits.
- Engaging in activities involving drugs, endangered species, and other illegal items.
- Displaying disrespectful behavior, such as swearing at residents or other tourists.
The formal announcement of these guidelines, referred to as Circular Letter (SE) Number 7 of 2025, carries significant legal implications for violators. Tourists who breach these regulations will face legal consequences as determined by Indonesian law.
Community Involvement and Reporting Mechanisms
Koster has called upon all stakeholders, including businesses and individual travelers, to fully understand and communicate these new guidelines to enhance compliance. "All stakeholders must fully understand, implement, and communicate this circular to their teams and foreign visitors," he noted. "Bali is a beautiful, sacred island, and we expect our guests to show the same respect that we extend to them."
To assist in enforcing these rules, the Balinese government has established a dedicated WhatsApp hotline for the public to report any infractions, which will trigger appropriate responses from local law enforcement.
As Bali continues to be a beloved destination for tourists worldwide, the government remains committed to preserving its cultural heritage and ensuring that visitors contribute positively to the island’s reputation.
