Bali Boosts Tourism Tax to $50: Struggles to Enforce Payment Before Departure!

Bali’s Tourism Tax: New Measures for Enforcement and Potential Increases

Bali, Indonesia – Last year, the government of Bali implemented a tourism tax that began on Valentine’s Day, February 14, 2023. Authorities are now considering an increase in this tax, potentially raising it to between $50 and $100 per visitor to align with the charges enforced by Bhutan. However, the enforcement of this tax has posed challenges, leading the government to explore new methods of collection and verification.

Current Tourism Tax Situation

As it stands, the tourism tax is essentially voluntary for incoming tourists, with minimal checks in place to verify payment upon arrival in Bali. Currently, there are only a few tables set up for international arrivals after customs, and no rigorous checks are performed to ensure visitors have paid the levy. To address this gap, the Balinese government is shifting its strategy to outsource enforcement to airlines, requiring them to verify payment prior to issuing boarding passes for international departures.

Proposed Changes for Airlines

The Head of Bali’s Provincial Tourism Office, Tjok Bagus Pemayun, announced plans to implement a new policy requiring proof of tourism levy payment—a Tourist Levy Voucher—before anyone can receive a boarding pass for their flight out of Bali. This policy is expected to facilitate better compliance and ensure that tourists have settled their tax obligations before departing the island.

Pemayun indicated that the collaboration with the Society of IATA Traffic Airliners (SITA) is an essential part of this initiative. SITA currently collaborates with 36 airlines worldwide and aims to optimize the collection of the tourism tax. "We hope that the MoU with SITA can be signed soon," said Pemayun, indicating efforts are underway to formalize this partnership.

"We are optimistic that we can improve our collection rate significantly. With SITA’s assistance, we are targeting a compliance rate of up to 95%,” he added, noting previous fiscal targets had been surpassed last year.

Implementation Timeline and Visitor Experience

Under the new policy, visitors to Bali will have the option to pay the tourism levy either before or after arriving on the island. However, if they opt to leave the country without having made the payment, they will be unable to obtain their boarding pass. This policy change could potentially streamline the process, ensuring that tourists fulfill their financial obligations before departing.

Nevertheless, the practical implications of this change raise questions about its enforcement efficiency. Many passengers utilize automated systems for check-in, allowing them to bypass airline personnel entirely until they reach the boarding gate. This makes it challenging for airlines to verify compliance with the tax prior to boarding.

Analysts have noted that while this tax may be nominal for international travelers, it introduces an additional layer of hassle that could detract from the overall tourist experience. One potential alternative, often discussed, is the implementation of an accommodation tax tied to nightly rates, similar to practices in other countries. This could streamline collection and reduce the burden on travelers.

Conclusion

As Bali continues to welcome international visitors, the government remains focused on ensuring a sustainable tourism model that includes fair tax contributions from visitors. While the adjustments around the tourism tax demonstrate a commitment to improved enforcement and compliance, the real challenge will be in effectively integrating these requirements into existing travel processes. As authorities work through these logistical issues, travelers are encouraged to stay informed about developments related to the Bali tourism levy and to plan accordingly for their upcoming trips.
