Coordinated Efforts to Control Tobacco Impact in Gianyar

GIANYAR, BALINEWS.ID — A recent discussion session regarding the coordination meeting for cross-sector tobacco control programs took place at the Meeting Room I of the Gianyar Regent Office. The meeting welcomed participants from various sectors, including the Health Department, the Gianyar government, and representatives from PHDI Gianyar and Udayana Central.

Concerns Over Tobacco Regulations and Enforcement

I Wayan Ardana, the Head of PHDI Gianyar, addressed the ongoing challenges in enforcing the regulations surrounding tobacco. Ardana acknowledged that while the rules are well-established, the implementation, particularly in terms of creating smoke-free zones (KTR), remains insufficient. “The regulations are in place, but enforcement is still lacking,” he stated, emphasizing the severe impact that smoking can have on health.

Despite recognizing the grave consequences of tobacco consumption, Ardana highlighted the difficulty in encouraging individuals to quit smoking. He proposed strengthening educational efforts within the community, specifically during traditional ceremonies. “We suggest that during religious events, attendees should not offer cigarettes to guests. At times, people in ceremonies, such as the Bendesa, serve cigarettes to their gong groups,” Ardana noted.

Proposed Measures for Improved Enforcement

To promote more effective tobacco control, Ardana called for renewed communication to community groups to reinforce the enforcement of smoke-free areas in public venues. He emphasized that if violations occur, there should be consequences for those responsible. “If we truly want to control the effects of tobacco, we must be disciplined. We need to issue a renewed circular to community groups to uphold KTR in public spaces. If violations persist, there should be penalties for the offenders,” he insisted.

Moreover, he suggested that the adjudication of minor offenses related to the smoke-free regulations should be handled locally, rather than through the District Court. “The government must be firm and willing to uphold the law. We should consider on-site hearings involving judges and prosecutors,” Ardana recommended.

Health Officials Engage in Tobacco Control Efforts

The Head of the Bali Provincial Health Department, I Nyoman Gede Anom, echoed Ardana’s sentiments regarding the increasing prevalence of smoking, particularly among youth. Anom pointed out that the Health Department has initiated several programs aimed at controlling the impact of tobacco. These initiatives involve collaboration with relevant stakeholders across various sectors to collectively limit smoking.

“We are indeed very concerned about this trend. Active participation from local cultural leaders is crucial in supporting our health efforts in tobacco control,” Anom explained.

Furthermore, Anom emphasized that traditional sanctions in Bali may have a more significant deterrent effect on violators. He suggested that community norms should discourage the offering of cigarettes during both religious and social gatherings.
