Jimbaran Hotel Project Under Scrutiny for Alleged Zoning Violations

Authorities in Badung Regency are investigating the construction of Step Up Hotel in Jimbaran, suspected of exceeding height limits set by Bali’s regional zoning regulations. The project has drawn public concern due to its towering structure near the cliffs. Officials are awaiting a technical assessment to determine compliance. If violations are confirmed, enforcement actions, including warnings or permit revocation, may follow.

A joint team from the Badung Regency Government inspected an ongoing tourism accommodation project near the Jimbaran coastline on Friday (Feb 28). The project has been under public scrutiny due to its towering height and proximity to a cliffside. The inspection follows concerns that the construction may be in violation of Bali Provincial Regulation No. 2 of 2023, which outlines zoning and building height restrictions.

Badung’s Civil Service Police Unit (Satpol PP) is currently awaiting a technical review from the Public Works and Public Housing (PUPR) Department to determine whether the development exceeds the permitted height.

The Head of Satpol PP Badung, I Gusti Agung Ketut Surya Negara, confirmed that public concerns have risen over the scale and location of the Step Up Hotel project in Jimbaran. Authorities have conducted multiple site visits, including an inspection on Thursday (Feb 27) to verify permits. According to Surya Negara, all necessary permits, including Building Approval (PBG) and a coastal revetment permit from the Water Resources Agency (BWS), were in place. However, the height of the structure, designed in a terraced fashion, remains a point of contention.

To clarify the matter, officials revisited the site on Friday (Feb 28) along with a technical team. Representatives from the provincial government also conducted their own inspection on the same day. Preliminary observations indicate that the project involves excavation into lower levels, raising questions about whether the overall structure aligns with the approved PBG.

“This project had been reviewed before, even by the Attorney General’s Office,” Surya Negara stated on Sunday (Mar 2). “We are now waiting for the technical review results, which will determine our next steps. If violations are found, we will issue warnings requiring corrections or, if necessary, order the removal of non-compliant structures.”

Plt Head of the Badung PUPR Department, Nyoman Karyasa, confirmed that the project was previously investigated by the Attorney General’s Office. Based on last Friday’s inspection, there is potential that the development exceeds height limitations outlined in the zoning regulations.

The Step Up Hotel project, developed by PT Step Up Solusi, has also been accused of unauthorized revetment construction, unapproved land modification (cut and fill), and violations of building setback requirements. Authorities will continue monitoring the situation, and if corrective actions are not taken, the project’s permits may be revoked.
