Bali Introduces Financial Checks for Tourists to Ensure Quality Visitors in 2026

The Bali Provincial Government has announced new measures aimed at improving the quality of tourists visiting the island by implementing financial checks on all foreigners arriving in Bali. This initiative was revealed by Bali Governor Wayan Koster during a press conference held in Ubud in early January 2026. Focus on Quality Tourism

Governor Koster emphasized that one key criterion for attracting quality tourists is the demonstration of adequate financial means. Tourists—including short-stay visitors and holidaymakers—will be required to provide evidence of their financial status, specifically proof of sufficient savings over the past three months. Additionally, travelers will need to submit a clear itinerary and details of planned activities during their stay.

These measures are intended to ensure better control over tourist arrivals, mirroring similar requirements that Indonesians face when traveling abroad. Governor Koster highlighted the goal of fostering a sustainable tourism model focused on “quality tourism,” prioritizing responsible visitors who respect local culture and contribute economically.

Support from National Authorities and Context

The plan has garnered support from Indonesian Tourism Minister Widiyanti Wardhana. Bali welcomed approximately 7.05 million tourists in 2025, and the provincial government aims to maintain or increase this figure in 2026. National tourism targets for 2026 are expected to exceed 14 million international arrivals, indicating continued growth in visitor numbers.

Governor Koster has previously proposed measures such as minimum spending requirements and visitor quotas but faced challenges due to immigration policies being managed by the central government. While specific financial thresholds have not yet been disclosed, evidence of sufficient funds is already a criterion for visa on arrival applicants, albeit only upon request by Immigration authorities.

Concerns and Discussions

Industry observers have raised concerns that these financial checks may discourage some travelers from choosing Bali as a destination, potentially affecting visitor numbers in the early months of 2026. Other factors, including local traffic congestion, regional flooding, and international geopolitical issues, also contribute to uncertainties in tourism trends.

Governor Koster concluded, “We’re mobilising everyone to get people to come to Bali. That’s what is happening now, and they are enjoying themselves. We have to address this long-term, and it can be done with patience.” He affirmed the province’s direction toward “quality tourism designed through regional regulations and tourism governance” moving forward.

Travelers planning a visit to Bali are advised to stay informed about entry requirements and prepare to demonstrate sufficient financial capacity as part of the new regulations expected to take effect in 2026.
