Eyewitness and official reports indicate that wind speeds reached between 5 and 36 kilometers per hour from east to south during the evening—conditions that experts classify as sufficiently strong to affect water safety. “We received the report at approximately 6:40 pm local time and quickly dispatched five personnel to the location,” Sidakarya detailed. “Our initial step is to coordinate with witnesses and other emergency units.
