Indonesian Immigration Officers in Bali Accused of Collaborating with Russians in Tourist Extortion Ring
Authorities in Bali, Indonesia, have arrested two immigration officers accused of colluding with Russian nationals to operate a wide-reaching extortion ring targeting foreign tourists on the popular holiday island. The alleged criminal activities spanned several months and involved threats, assaults, and forced payments across multiple locations.
Arrests and Allegations
The two immigration officers, Ernest Esmail and Yopita Barinda Putri, both 24 years old, were detained in late July alongside two Russian men, Iurii Vithcenko, 30, and Ilia Shkutov, 32. The arrests followed an investigation triggered by the violent assault of a Lithuanian tourist in Jimbaran on July 10, which brought the group’s illicit activities to light.
According to Parlindungan, head of the Bali Immigration Regional Office, the officers are suspected of working with the Russians to intimidate and extort tourists at numerous spots around Bali between January and July 2025. Their coordinated group reportedly used physical abuse, threats of imprisonment, and threats of deportation to coerce victims into compliance.
Investigation Details
The investigative efforts by the Bali Regional Police have exposed a total of 27 separate incidents involving extortion and assault against foreign nationals across the regencies of Denpasar, Badung, and Gianyar. Reports indicate that the group kidnapped some victims and inflicted physical harm in order to secure payments.
At a press conference, Bali police presented the suspects and disclosed details about the ongoing inquiry. The collaboration between immigration officers and foreign criminals exacerbates concerns about corruption and crime targeting tourists, which could potentially harm Bali’s reputation as a tourist destination.
Disciplinary Actions and Legal Proceedings
Following the arrests, internal disciplinary procedures have commenced against the two immigration officers. Parlindungan confirmed that a formal ethics hearing is imminent and indicated that the officers face serious sanctions, including the strong possibility of dismissal, depending on the outcomes of the ongoing legal process.
He remarked, “Following a detailed review by the police chief, there will definitely be an ethics hearing, and the sanctions will be very serious. Dismissal? That is certainly a possibility.”
