Bali Advances Toward Launching Ambitious Multi-Stop 3Bs Tour Package

June 29, 2025 — Indonesia’s tourism sector is poised for a significant development with plans to launch the much-anticipated 3Bs Tour package. This innovative tour will connect three key regions: North Bali, West Bali, and Banyuwangi in East Java. The initiative, originally spearheaded by former Tourism Minister Sandiaga Uno, is now gaining momentum under the guidance of the current Deputy Tourism Minister, Ni Luh Puspa.

Bridging Underdeveloped Regions for Sustainable Tourism Growth

At a recent press conference held in Buleleng Regency, West Bali, Deputy Minister Ni Luh Puspa emphasized that the 3Bs Tour package is approaching its launch phase. This project aims to boost the tourism profile of North and West Bali, two areas traditionally less-visited and underdeveloped compared to the bustling southern regions of Bali. By developing tourism in these areas alongside Banyuwangi, East Java, the government hopes to diversify Bali’s attractions and foster sustainable, culturally respectful tourism.

“North Bali and West Bali need a quality tourism boost, alongside improved accessibility and amenities,” Minister Puspa stated. The initiative is designed to leverage the unique cultural and natural assets of these regions while promoting responsible travel practices.

Tour Itinerary Still Being Finalized

While enthusiasm mounts, specific itinerary details remain in the works. During a stakeholder meeting, Deputy Minister Puspa mentioned ongoing discussions to map out key destinations across Banyuwangi, Jember, and Buleleng. The priority, she said, is establishing a clear and attractive route that can then be vigorously promoted.

Initial marketing efforts will target tourists from major Asian cities such as Seoul and Beijing. However, tourism authorities expect the offering to appeal broadly to both international visitors from around the world and domestic travelers across Indonesia.

Sea Travel as a Central Experience

A distinctive feature of the 3Bs Tour will be the mode of transport connecting the destinations. Tourists are expected to cruise by speedboat between Lovina in North Bali, Gilimanuk or Pemuteran in West Bali, and onwards to Banyuwangi in East Java. This sea travel element aims to offer a scenic and unique way to explore multiple locations while avoiding some of Bali’s notorious road traffic congestion.

Minister Puspa acknowledged the challenges ahead, noting that infrastructure improvements are essential. “We are ready to provide transportation in the form of speedboats. However, we still need to resolve details such as finding or building a suitable pier at Lovina Beach to receive tourists,” she said. The Ministry is exploring options including new pier construction with possible central government support or public-private partnerships to attract private investment.

Clean Tourism Movement Launched at Lovina

During her visit to the region, Deputy Minister Puspa also initiated the Clean Tourism Movement at Lovina Beach — a nationwide campaign addressing waste management and fostering environmental stewardship within tourism areas. This movement encourages local communities to actively participate in maintaining cleanliness and ensuring sustainable development of tourism infrastructure.

“This campaign underscores our commitment to promoting Lovina and Buleleng as clean, high-quality tourism destinations,” Puspa explained. The initiative aligns with efforts to elevate North Bali’s reputation and appeal to environmentally conscious travelers.

North Bali Gaining International Attention

The push for tourism diversification is already bearing fruit, with rising interest in North Bali’s attractions. As work on the 3Bs Tour package intensifies, industry observers remain hopeful that this collaborative regional approach will not only enrich travelers’ experiences but also spread economic benefits more equitably across Bali and beyond.
