Bali’s Tourism Leaders Crack Down on Disrespectful Tourist Behavior
Bali, Indonesia – In response to a troubling rise in disrespectful and criminal actions among a small number of tourists, Bali’s tourism leaders are implementing new measures aimed at educating visitors about acceptable behavior while on the island. The Head of the Bali Tourism Office, Tjok Bagus Pemayun, announced the installation of billboards across various tourist areas that will explicitly outline the rules tourists must follow during their stay.
Background on Rising Misconduct
This initiative comes in the wake of multiple incidents highlighting the need for stricter regulations. In 2023, Bali witnessed an uptick in reports related to culturally disrespectful behavior, including public drunkenness, disorderly conduct, and criminal activities attributed to a minority of international visitors. As a response, the provincial government introduced a list of Do’s and Don’ts for tourists, which was initially featured on a limited number of billboards across the island and even included in the stamped immigration documents for arriving travelers.
However, recent events have compelled authorities to revisit and reinforce this educational approach. Notably, a viral video depicting a violent altercation involving tourists and security personnel at Finns Beach Club in Canggu has intensified discussions surrounding tourist conduct. The incident, which reportedly escalated from an internal dispute within the club, has led to the arrest of a 28-year-old Australian tourist, whose initials are MR. He remains in police custody as authorities continue their investigation into the brawl, drawing attention to the urgent need for improved behavioral awareness among visitors.
New Educational Initiatives
In light of increasing incidents of misconduct, Pemayun has committed to installing at least ten new billboards in destinations across Bali that are historically more prone to such issues. Specific locations for billboard placement include Canggu’s Berawa, Uluwatu, Tanah Lot, and Bedugul. These signs are intended to delineate acceptable behaviors and provide guidance to tourists, thereby promoting a safer and more respectful environment for both visitors and locals.
Speaking with reporters, Pemayun voiced concerns regarding the incident at Finns Beach Club, stating, "I saw the video which is very concerning. We want all parties to work together to guard against it.” He further remarked that many of the tourists involved appeared to be under the influence, which led to inappropriate actions that strained community relations.
Law Enforcement Role
Bali Regional Police’s Head of Public Relations, Kombes Ariasandy, confirmed that the investigation into the incident is underway, with four witnesses already interviewed and additional testimonies expected from eleven more individuals. Authorities are working closely to ensure that the situation is addressed appropriately and that accountability measures are applied.
In the wake of the brawl, Finns Beach Club is facing potential closure due to operational issues regarding its licenses and permits, with local authorities preparing to issue temporary closure notices pending further review.
Government Response
The rising incidents of misconduct have also drawn attention from Indonesia’s Deputy Minister for Tourism, Ni Luh Puspa. She expressed concern over the behavior of tourists at Bali’s popular resorts and emphasized the need for collaboration between central and local governments to devise effective solutions.
"This has also become a concern for the minister; we are indeed worried about this issue," Puspa stated. She underscored the necessity of reinforcing law enforcement actions to deter such behaviors and ensure the ongoing appeal and serenity of Bali as a tourist destination.
