New Visa Guidance for Tourists Volunteering in Bali

As the tourism industry in Bali continues to thrive, tourists considering volunteer opportunities while on vacation are now required to follow stricter visa regulations. Indonesian immigration authorities have issued new guidance making it clear that foreign volunteers must obtain a specific visa to engage in formal volunteering activities in the country.
Important Visa Requirements
Unlike many destinations around the world, Indonesia has specific visa rules regarding volunteer work. Visitors entering Bali on a visa on arrival or certain multiple-entry types (B1, C1, or D1 categories) are not permitted to participate in any formal volunteering endeavors. The difference, however, lies in the recently clarified stipulations under Indonesian visa regulations.
According to the official Indonesian Immigration website, visitor visas allow for activities related to tourism, visiting friends or family, conducting business discussions and site visits, and activities connected to medical facilities. However, the mention of volunteering is notably absent, emphasizing that those wishing to volunteer must do so under a dedicated volunteer visa.
Rise in Visa Abuse Cases
The Indonesian Immigration department has cited a surge in immigration enforcement cases, attributing it to a growing number of foreigners misusing their visas. Data indicates a troubling increase in enforcement actions from 1,610 cases during the first quarter of 2024 to 2,201 cases in the same period of 2025—a 36.71% rise. This crackdown underscores the importance of adhering to visa requirements to avoid potential legal consequences.
The C6 Volunteer Visa
Tourists eager to make a positive impact in Bali can apply for the C6 Volunteer Visa, specifically designed for those looking to volunteer while experiencing the beauty of the island. This visa allows holders to stay in Indonesia for up to 60 days, with the option to extend it twice, potentially granting a total stay of up to 180 days.
To apply for the C6 Visa, travelers are advised to navigate the Official Indonesian Immigration website. The application process includes selecting the appropriate nationality, indicating the purpose of the visit as “social,” and choosing the C6 visa option dedicated to social, humanitarian, and volunteering activities.
Necessary Documentation
Applicants will need to provide several documents with their C6 visa application, including:
- A valid passport with at least six months of remaining validity
- A personal bank statement from the last three months
- A recent color photograph
- A sponsorship letter from a recognized charity or institution that will host the volunteer
- A statement from a government agency or a private institution confirming the legal status and permission to host international volunteers
These documents must outline the volunteer’s expected activities and confirm that the hosting organization will be responsible for the volunteer during their stay.
Expanded Visa Extension Process
In addition to the new visa guidelines, Indonesian immigration authorities have introduced a Hybrid Application System for visa extensions. This new system mandates that visa holders register their extension applications online before visiting an Immigration Office for in-person verification and biometric data collection.
This development aims to streamline the extension process while ensuring compliance with immigration laws, providing a clearer pathway for tourists who wish to volunteer or stay longer in Bali for cultural or humanitarian engagement.
