Bali Issues Travel Warning Amid Crackdown on Illegal Scooter Use

Bali, Indonesia — May 10, 2025: Bali authorities have issued a stern warning to tourists regarding the legalities of renting and operating scooters and mopeds on the popular tourist island. As part of an intensified effort to enforce local traffic regulations, officials have conducted a significant crackdown on illegal scooter use among both foreign visitors and local residents.

Increased Enforcement of Traffic Laws

Tourists often find the freedom of riding scooters appealing, allowing them to explore the island at their own pace. However, local authorities are making it clear that this activity is not without regulations. The police department confirmed that a recent enforcement initiative saw officers targeting improper scooter use, leading to the confiscation of 56 motorcycles from drivers violating various regulations, including driving without a valid license and lacking insurance. This three-day operation, conducted from May 1 to May 3, focused on popular tourist areas such as Uluwatu, Canggu, Legian, and Seminyak. Out of the 81 infractions documented during this period, 30 involved tourists.

Bali’s Badung Police Chief, AKBP M. Arif Batubara, noted, “Most of the foreigners who are [pulled over] do not wear helmets, do not have a driver’s license, and carry motorcycles with the noise of the brong exhaust.” In light of these offenses, tourists caught riding scooters without helmets face fines and potential nullification of their insurance policies.

Gary warned that compliance with local laws is ultimately the driver’s responsibility. He urged visitors to ensure they have the proper licensing, specifically an international driving permit (IDP), alongside their home country’s license. Australians should be aware that in their home country, regular driver’s licenses permit riding scooters only in certain states such as Queensland, Western Australia, and South Australia, while others require specialized motorcycle licenses.

Gary outlined the essential requirements for tourists aiming to ride scooters in Bali: “You need a license to ride a bike, you need an international license, and travel insurance. That’s it.” He highlighted the risks associated with unlicensed riding, stating, “People just want to come and hop on a bike and they think it’s easy.” He urged tourists to consider the potential consequences of riding without experience, having noted multiple tragic accidents involving inexperienced riders.

How to Obtain an International Driver’s Permit

For Australians planning to drive abroad, an international driving permit can be obtained through the Australian Automobile Association (AAA). Licenses can be purchased via state automotive clubs; for example, in New South Wales, the NRMA serves as an authorized sales agent. To apply for an IDP, applicants will need a current full Australian driver’s license, a passport-style photograph, and a completed application form alongside a fee of approximately $50. It’s advisable to use official channels to avoid fraudulent websites.
