Bali Implements New Regulations for International Tourists
Denpasar, Bali – March 24, 2025: In an effort to enhance tourism management and cultural preservation, the Bali Provincial Government has introduced comprehensive guidelines for foreign tourists through Circular Letter Number 7 of 2025. The announcement was made by Bali Governor Wayan Koster on Monday in Denpasar.
Key Components of the New Circular
Governor Koster emphasized the importance of respecting the local customs, traditions, and religions of the Balinese people. He noted that while a similar regulation was released in 2023, the new circular reflects adjustments aligned with evolving circumstances over his recent tenure.
Obligations for Tourists
The circular outlines specific obligations for foreign visitors to ensure respect for Bali’s cultural heritage:
- Dress Code: Tourists are required to wear modest and appropriate clothing, especially when visiting sacred sites and public areas.
- Behavioral Expectations: Respectful behavior in holy areas, restaurants, shopping districts, and public places is mandated.
Financial and Logistical Requirements
A levy of Rp150,000 (approximately $10) will be imposed on foreign tourists, which must be paid either before departure or during their stay in Bali. Tourists are also required to engage a licensed tour guide knowledgeable in Balinese customs, environment, and traditions throughout their visit.
To facilitate financial transactions, the circular stipulates that:
- Exchange of foreign currency should be conducted at official foreign exchange businesses or banks.
- Payments are to be made using the Indonesian standard QR code and exclusively in Indonesian rupiah.
Traffic Regulations
Governor Koster urged tourists to adhere strictly to Indonesian traffic laws. Foreign drivers must possess an international or national driving license and must wear appropriate safety gear, including helmets for motorbike riders. Tourists are advised to use licensed transportation services and must not exceed vehicle passenger limits or operate vehicles under the influence.
Guidelines for Sacred Sites
Strict guidelines are outlined concerning interactions with sacred spaces:
- Tourists are prohibited from entering the main and middle sections of temples, except for prayer or ceremonial purposes.
- Any form of disrespect toward religious sites or practices is strictly banned.
Environmental Considerations
In a move to promote environmental stewardship, the circular also prohibits littering, polluting springs, and the use of single-use plastics. Governor Koster stressed the importance of protecting Bali’s natural resources.
Consequences for Non-Compliance
