Bali Implements New Travel Guidelines to Enhance Respect for Local Culture

Bali, Indonesia — March 28, 2025 — In a move aimed at fostering respectful tourism, Bali Governor Wayan Koster announced new guidelines for tourists that include a mandatory tourism tax and expectations for modest dress. The new regulations, released under the Indonesian government’s “Love Bali” initiative, come in response to rising concerns over inappropriate behavior by visitors.

During a press conference on Monday, Koster emphasized the importance of adapting regulations to ensure that Bali’s tourism sector aligns with local values. “We issued a similar regulation before, but as things change, we need to adapt,” he said, highlighting the island’s commitment to maintaining its cultural integrity and environmental sustainability.

New Regulations Overview

Among the key changes is a new tourist levy set at approximately 9 USD. Failure to pay this fee will result in restricted access to various attractions across the island. The levy is part of an effort to generate revenue for local environmental and cultural preservation initiatives.

Additionally, tourists are now required to observe certain dress codes, mandating that visitors wear “modest and respectful clothing” while in public spaces and particularly around sacred sites. Behaviors that show disrespect, such as swearing or rudeness to locals and fellow travelers, are also included in the list of prohibited activities.

Specific Guidelines

The updated tourist guidelines include the following specific rules:

  • Respect for Sacred Sites: Tourists are prohibited from entering sacred areas without appropriate attire or while menstruating. Climbing sacred monuments and trees is also forbidden.
  • Environmental Protections: The use of single-use plastics is banned, and littering will not be tolerated.
  • Legal Compliance: Visitors must utilize licensed tour guides, authorized money exchange services, and registered accommodations for their safety and legality.
  • Driving Regulations: For those renting vehicles, compliance with local traffic laws is mandatory. This includes the possession of an international or national driver’s license, adherence to traffic signs, and the use of helmets on motorcycles.

To facilitate reporting of infractions, the Balinese government encourages the public to utilize an official WhatsApp hotline, which allows visitors and residents alike to alert authorities to any violations.

Consequences for Non-Compliance

Violations of these guidelines will lead to legal consequences as stipulated under “Circular Letter (SE) Number 7 of 2025.” Koster reiterated, “All stakeholders must fully understand, implement, and communicate this circular to their teams and foreign visitors. Bali is a beautiful, sacred island, and we expect our guests to show the same respect that we extend to them.”

The adjustments to Bali’s tourism policies reflect a broader effort to protect the island’s cultural heritage and environment while ensuring a positive experience for both visitors and residents.
