Bali Governor Introduces New Policy to Protect Coastline from Privatization

Denpasar, Bali — On Friday, March 7, 2025, Bali Governor Wayan Koster announced significant new measures aimed at safeguarding the island’s iconic coastline and beaches from privatization. This initiative comes in response to growing concerns among local leaders and communities regarding the increasing influence of commercial interests on the management and accessibility of Bali’s coastal areas.

Addressing Community Concerns

In recent years, there has been mounting anxiety within local communities regarding how unchecked development could hinder public access to beaches, whilst disrupting the island’s rich natural and cultural heritage. Governor Koster’s new policy seeks to alleviate these concerns by preventing any further encroachment by commercial entities into public beach areas.

“During my initial weeks back in office, I am committed to ensuring that our coastal areas remain accessible to the public,” Koster stated during his announcement at the First Welcome Speech of the Governor of Bali for the 2025-2030 Period, held at the Bali Provincial DPRD’s 9th Plenary Meeting in Denpasar. He stressed the importance of ensuring public access to Bali’s popular beach locales, including Sanur, Nusa Dua, Uluwatu, Jimbaran, Kuta, Legian, Seminyak, and Canggu.

New Regulations and Their Implications

As part of the newly introduced policies, Governor Koster has laid out 15 new Priority Regional Regulations, with the prohibition of beach privatization being one of the most critical for residents and tourists alike. This legislation reinforces the right of the Bali Provincial Government to regulate businesses that make misleading claims about exclusive access to beaches, tackling problems that have arisen over the years.

Incidents cited by the governor included recent disputes over commercial operations at various beaches, including the controversial fireworks display at Finns Beach Club and the installation of barrier buoys at Serangan Beach, which many locals felt restricted access to public spaces. These issues highlighted the urgent need for a clear legislative framework to delineate public and commercial access along Bali’s cherished shorelines.

Despite existing regulations aimed at preventing the privatization of beaches, some businesses have historically used misleading marketing tactics to suggest that their guests could enjoy exclusive access to particular areas. The newly enacted policies aim to remove these ambiguities, reinforcing regulations that ensure public beaches remain open and accessible to all.

Beach Access and Business Operations

Most operate under specific permits or agreements that enable them to conduct business on designated sections of the beachfront.

While the public retains the right to access these beaches freely, businesses may enforce limitations on certain amenities such as beach chairs, umbrellas, and cabanas, which are subject to their control. Nonetheless, the newly introduced policy emphasizes preserving access to these spaces for both locals and visitors, ensuring that the spectacular beaches of Bali remain open for everyone to enjoy.

A Commitment to Cultural Preservation

Governor Koster emphasized that while the beaches will remain accessible, there will be instances where temporary closures might occur for significant Balinese Hindu ceremonies, such as the Melasti ritual, which holds profound cultural importance.
